Obituary – Sir James Patten MacDougall

The death is announced at Edinburgh of Sir James Patten MacDougall, Keeper of the Records of Scotland, Deputy Clerk Register and Registrar-General for Scotland. Born in 1849, Sir James was the eldest son of Mr John Patten, Writer to the Signet, and assumed the surname of MacDougall on succeeding his mother [née Jane Maxwell Campbell MacDougall] in the estate of Gallanach, Oban, Argyllshire, in 1891.

He was educated at Edinburgh Academy and Christ Church, Oxford (M.A.), and was called to the English Bar by the Inner Temple in 1873 and to the Scottish Bar in 1874. In 1886, he was appointed Legal Secretary to the Lord Advocate, an office he again held from 1892 to 1894, when he became the legal member of the Local Government Board for Scotland. On the retirement of Sir Malcolm MacNeill, Sir James was promoted to the chairmanship of the Board and served in that capacity till 1909.

He was chairman of a Departmental Committee on Poor Law Medical Relief in Scotland (1902), and was a member of the Royal Commission on Poor Law and Relief of Distress (1905). He was created Companion of the Order of Bath (C.B.) in 1906, and promoted to Knight Commander of the Order of Bath (K.C.B.) in 1914.

Sir James took a close interest in county affairs, and was Vice-Convener of Argyll, a deputy lieutenant and justice of the peace. He married, in 1884, Alice Mary, eldest daughter of the late Major James Horne, of Sitrkoke, Caithness, a sister of General Sir Henry Horne. Lady Patten MacDougall survives. There is no issue.
