Francis Davies attended Cambridge University, England, and later took holy orders. He subsequently qualified as a barrister-at-law, was junior counsel for the Board of Trade from 1919 to 1929 and was made a King’s Counsel (K.C.) in 1930. He also served as Mayor of Hastings from 1929-30 and was Recorder of Worcester from 1931-37.
