Robert W. Frazer was born in the town of Mountrath, County Laois (then known as Queen’s County), Ireland, in January 1870. He was the eldest of the five children – three sons and two daughters – of Robert Roe Frazer (1841-95), who was also from Mountrath, and Letitia Fanny Frazer (née Harte; 1843-1936), who was from the town of Abbeyleix, also in Queen’s County.

Robert W. Frazer later moved to London and became an electrical engineer. He subsequently lived in Portugal – the United Kingdom Electrical Engineer Lists for 1903 give his address as The Anglo Portuguese Telephone Company in Lisbon. He was also at one point director of an insurance company, the Companhia de Seguros, in Lisbon, where he died in May 1950 at the age of 80.
