A tea agent in the 1901 Census of Ireland; son of William Jeffares, a landowner from County Wexford. Rupert is a commercial traveller in the 1911 Census of Ireland, by which time he has married and has children, including Rupert William, junior, born in 1905.

In 1925, Rupert, senior, became Secretary of the Irish Rugby Football Union (IRFU). Rupert,junior, became Assistant Secretary of the IRFU in 1948 and succeeded his father as Secretary of the IRFU in 1951.
