He is a member of a family of architects. His grandfather A. van der Steur Jr. (1836-1899) was an architect in Haarlem. His son, Albert's father, J.A.G. van der Steur (1865-1945) was an architect and professor in Delft. Three sons of J.A.G. were also active in the construction industry. Like Albert, his brother Ad van der Steur was an architect. His other brother J.A.G. van der Steur Jr. (1899-1966) was a civil engineer and, among other things, involved in the design of the Storm Surge Barrier Hollandse IJssel in Krimpen aan den IJssel.

Van der Steur completed his studies in 1920 at the Technical University in Delft. He soon started working at the Leliman Architectural Office, called Architectenbureau Kleinhout en Van der Steur in 1930, in which he worked until the death in 1958 of G.H. Kleinhout works with him. After this, Van der Steur collaborated with W.F. snider. During his career, Van der Steur made designs for new buildings and was active in restorations. He was also active as a consultant at the Bridge Bureau of Rijkswaterstaat and as a director (chairman of the Association of Dutch Architects).

His oeuvre includes:

the Zandberg stop (circa 1922)
the sports pavilion of Soestdijk Palace (circa 1937, in collaboration with Bijlhouwer and De Bie Leuveling Tjeenk, national monument)
the office building of the N.V. Electricity Factory IJsselcentrale in Zwolle (1939-1946, in collaboration with M. Meijerink, national monument)
the Gideon monument in Zutphen (1950, in collaboration with Paul Grégoire and G.H. Kleinhout)
the headquarters of the PEGUS in Utrecht (1953, municipal monument)
restorations of the Oude Kerk and Nieuwe Kerk in Amsterdam
