Samuel O’Donnell was educated at Brighton College, Repton School in Derbyshire and University College, London. He later became a career civil servant in British India. He was appointed the first president of the All-India Lawn Tennis Association on its founding in 1920. In March 1921, he became Home Secretary in the Home Department of the Government of India in New Delhi. He was Acting Governor from August to December 1926. He was later knighted.
