An accountant, tax agent and businessman by profession, he was elected to the Australian House of Representatives as the Liberal member for Moore, Western Australia, in 1958, and held the seat until 1961. He was elected President of the Western Australian Liberal Party in 1965, a position he held until 1969.

Hugh Halbert was the brother of fellow lawn tennis player Max Halbert.
