Both the paternal and maternal grandparents of Philip Hallisey were originally from Ireland. As of early 1940, he was working in a bank in San Francisco where he was living with his wife, who was born Edith May Suphrona Palmer and a native of Toronto, and their son, John Palmer Hallisey (b. 1939). They would later have another child, a daughter called Brooks Carroll Hallisey (b. 1942). Both children were born in the USA, and Philip and Edith Hallisey would later become naturalized American citizens.
