Jan Kan was a very sporty man: in his youth he was part of the first unofficial Dutch football team. As a club player, he went down in history as the first Dutch player to use a penalty kick. Can played football for the Football Club "Victoria". He also played left back for TOGO hockey club. Later in his career, he often went ice skating in winter with Princess Juliana.

After his law studies in Leiden, Kan became a civil servant, first at the municipality of Rotterdam and later at the Ministry of Finance. From 1908 to 1931 he was Secretary General of the Ministry of the Interior. At that time he became nationally known, he was the man who, in the name of the Dutch government, maintained the Emperor German with the refugee German Emperor Wilhelm II. At first he did this in his usual informal manner until it was made clear to him that the Emperor preferred more decorum.

In 1926, Kan was appointed as a formateur to form a cabinet of officials. He did this, but did join the De Geer Cabinet. I am Minister of the Interior and Agriculture. Kan was not partisan, but gold as a left-liberal. During his ministry, an amendment to the Electoral Act came about, corresponding votes by proxy became possible.

After his ministry, Kan was a member of the Council of State from 1931 until his death. His son Jan M. Kan would also cover the same years later, but his other son became more famous: the comedian Wim Kan.
