Parker Hagarty was born in Canada on the 27th September 1859. The family came to England and he was educated at Liverpool, later studying at the Liverpool School of Art and at the Academie Julien in Paris under Bouguereau. He painted in both oil and watercolour, specialising firstly in landscapes turning later to portraits, nudes and figurative subjects.
He settled in Cardiff in 1887 and was a founder member of the South Wales Art Society, being elected a Member of the Royal Cambrian Academy in 1900. He exhibited in the Principle London Galleries from 1884, and many of his views were of Wales and East Anglia.
